@polplotting They ABSOLUTELY need to be better about de-escelating, I'm no cop defender, but, once it actually gets to the point of needing to shoot someone, there's no "aiming for less vital organs." You shoot to stop the threat and that means center mass. Aiming for legs is unrealistic.
