The importance of implementing the Deal can hardly be over-emphasised. As of now, the success of COHA hinges more on vague hopes for a restoration of normality, than actual progress toward a peace dividend.

I am not convinced Eritrea is pulling out completely from Tigray. But assuming, even, withdrawals from 3 towns in N/Tigray are real, pattern is one of a phased pullout, not full pullout.

Under the terms of the CoHA, is there a provision for a phased exit of non-ENDF forces?

Peace exists in Tigray only as potential.

Life for most Tigrayans extraordinarily tough, precarious. No jobs, banks have no cash to pay depositors, aid not flowing to most in need, service patchy, erratic, region still occupied by hostile forces.

Hope is turning to despair.

Suffering in Tigray could be significantly mitigated simply by ending the siege by restoring banking services and lifting barriers to free movement of goods and persons and to aid organisations.

However, banks that open branches recently are closing as they are denied of cash.
