@kelly_zoo_fur Mhm. It's simply their belief that anything with the maturity level of a 3-5 year old (I'm basing this off of dogs, not all animals) can't consent. Similarly how a child of that age showing you affection wouldn't necessarily be classed as consent, due to a lack of maturity.
@kelly_zoo_fur I think it's due to the fact that anything humanoid with the intelligence of a human is generally accepted as something that can give consent. However, actual animals that have the brain of an animal are regarded as things that cannot consent, since their brains are like a kid's.
