Residents in Thanbyuzayat Township, Mon State, say staff at the Immigration and Population Department continue to demand bribes from people applying for national registration cards, smart cards, and household registration documents, despite the junta’s 100-Day La Min Project.
Under the project, the junta’s Ministry of Immigration and Population has been issuing national registration cards and UID smart cards. The project was publicly presented as a way to make citizenship-related documentation easier for people. However, residents in Thanbyuzayat said they continue to face bribery, delays, brokers, and excessive unofficial fees at the township immigration office.
Although the Mon State Immigration Department has announced that people can report officials who demand money for national registration cards, smart cards, and household registration documents, local residents said few people dare to complain. They said no effective action has been taken, and immigration officials continue to demand payments.
“In Thanbyuzayat, many people applied for national ID cards, smart cards, and household registration documents during the 100-Day Project period. If you want to separate a household registration or complete other procedures, they demand from 100,000 kyats to 1 million kyats. If you don’t pay, they tell you to come back next week, or even next year. They don’t process it immediately without payment,” said a local woman.
She added that an immigration official from the Aung Zeya Extension area, holding a two-star rank and known as Aung Thar Yar, has been aggressively demanding money from applicants.
Residents said bribery at immigration offices remains widespread across Mon State, including in Thanbyuzayat Township. Immigration staff often tell applicants that procedures are difficult or that there are “obstacles,” forcing people to pay unofficial fees or use brokers to complete the process more quickly.
Thanbyuzayat Township has long been criticized by residents for high unofficial costs related to issuing, renewing, or correcting national registration cards and other citizenship-related documents. Local sources said obtaining mixed-blood citizenship documents or correcting personal information can cost up to 2 million kyats.
Some people who received smart cards have also faced difficulties correcting errors in their parents’ names or other personal information after data was entered into the computer system. In many cases, residents said they have to pay additional money for corrections to be processed quickly.
“The cost can be up to 1.5 million kyats for a new household registration within the state. Even Mon ethnic residents have to pay. If someone from another region wants to register a new household in Thanbyuzayat or Mawlamyine, they may have to pay up to 3 million kyats. The male and female two-star officials in Thanbyuzayat demand a lot,” said a man from Thanbyuzayat Township.
Residents said that when special projects are assigned by higher-level junta officials, township-level staff still fail to follow transparent procedures. Instead, people are pushed to rely on brokers, personal connections, or direct payments to immigration staff.
Although complaint reports have reportedly been submitted through the Mon State complaint hotline, residents said no meaningful action has been taken against officials at the Thanbyuzayat Immigration Office. Public criticism of the office has therefore grown.
For many people in Thanbyuzayat, the 100-Day La Min Project has not reduced hardship. Instead, residents said it has become another opportunity for corruption, in which people must pay money at multiple levels just to access basic documents needed for identity, movement, household registration, education, employment, and daily life.

At least seven young men were forcibly recruited into military service in Dawei Township, Tanintharyi Region, within the first ten days of June, according to local residents and eyewitnesses.
On the night of June 8, Junta recruitment personnel arrested a young man from his home near the Mee Thone Lone intersection in Kyat Sar Pyin Ward, Dawei Township, and took him away for military conscription.
Earlier, at around 6:00 AM on June 7, a military recruitment team arrested at least five young travelers at the Ka Myaw Kin Bridge checkpoint, which connects Dawei and Launglon Township.
“Early in the morning, they arrested five workers from a three-wheeled motorcycle that was transporting laborers and took them away,” said a local traveler who witnessed the incident.
Similarly, on the night of June 4, another young man from Kyat Sar Pyin Ward was forcibly recruited while walking at night.
From June 1 to the night of June 9, military recruitment teams were reported moving across Dawei District, operating at checkpoints near city entrances and exits and entering residential neighborhoods to arrest young men for monthly military recruitment.
Local residents said fear has increased among young people and their families, as men of recruitment age are no longer safe while traveling, working, or even staying at home. Many families are worried that their sons may be arrested suddenly and sent directly into military service without notice, consent, or legal protection.
During the last week of May, Junta forces also arrested and forcibly recruited at least 20 young men at two checkpoints and along the Strand Road in Dawei.
Some of the young men arrested on the road in Dawei were reportedly detained overnight at the Dawei Township Police Station, forced to sign pledges, and later released. Others were sent directly into military service.
