It is very hard to prove peoples motivations or intentions behind their actions and even if it may be easy in some cases the best thing you can do is enforce your rulebook.

Rules have to be enforced, even in unlucky situations. Otherwise the rulebook loses it‘s integrity and people will always expect exceptions.
