How did the Church decide what belongs in the Bible?

She did not grant divine authority to the books.

She recognized the books that already possessed it.

The process was not arbitrary. Over the first four centuries, the Church applied clear, consistent filters as she discerned which writings were truly inspired Scripture.

The main criteria:

1. Apostolic origin
Was the book written by an apostle, or by a close companion of an apostle under their authority?

This was the primary test. The Church looked for a direct link to the men Jesus Himself commissioned. Books with clear apostolic roots were received; books written later by anonymous or non-apostolic authors were set aside, no matter how edifying they might be.

2. Liturgical use and catholicity
Was the book already being read publicly in the liturgy across the major churches of the known world — Rome, Alexandria, Antioch, Jerusalem, and beyond?

Private popularity was not enough. Consistent, widespread use in the Church’s official worship was a powerful sign that the Holy Spirit had already led the faithful to receive it as the Word of God.

Additional supporting tests included orthodoxy (agreement with the apostolic rule of faith) and antiquity.

Clear examples:

The Gospel of John passed both tests easily. It came from the Apostle John himself and was read in the liturgy throughout the Christian world from the earliest times.

The Shepherd of Hermas did not. It was widely read and highly respected in the second century. Some local churches even treated it almost like Scripture. Yet it failed the apostolic-origin test — it was written in the mid-second century by Hermas, a Christian in Rome, not by an apostle or apostolic companion. Because it lacked that direct connection, the Church ultimately excluded it from the canon, even while continuing to value it as a helpful early Christian writing.

The Church’s true role

The Church was never the editor or the author of Scripture.

She was the steward.

She received the writings that God had already inspired, tested them against the criteria above, and formally recognized the complete list. This discernment reached a clear consensus in the late fourth century (notably through St. Athanasius’s Festal Letter of 367 and the councils of Hippo and Carthage), and it has been held by the Church ever since.

The same Holy Spirit who inspired the books also guided the Church in recognizing them. That is why Catholics can have confidence in the canon: it rests not on private judgment or later invention, but on the living tradition of the Church that Christ founded.
