Last night, our long-range sanctions once again reached the Moscow region – for the second time this week, the Moscow oil refinery was hit. Targets were also struck in the Rostov region and in temporarily occupied territories of Ukraine. This is a fully justified response to Russian attacks on our cities and communities, and another important result of our warriors’ work against facilities that sustain Russia’s war machine. I thank our Defense and Security Forces of Ukraine for their coordinated efforts – the Security Service of Ukraine, the Unmanned Systems Forces, the Special Operations Forces, Defense Intelligence, and our missile brigade for their precision.
In recent days, all of our partners have noted the precision and effectiveness of our mid-range strikes and long-range sanctions. It is time the war ended, and Russia must take the necessary steps in diplomacy.

Russia launched its full-scale invasion believing Ukraine would be defeated in days. Instead, Ukraine has held the line and grown stronger – while Russia has paid an enormous price in manpower, equipment, and international isolation.

This time, the Moscow region felt the reach of Ukraine’s long-range capabilities. An oil refinery was hit at a distance of 500 kilometers. I thank the warriors of the Security Service of Ukraine, the Unmanned Systems Forces, the Special Operations Forces, the Defense Intelligence of Ukraine, and the Missile Forces for their effective work.
Russia must be forced to end its war against our people. And Ukraine’s long-range weapons are one of the important components of such pressure.
This is a just response to Russian strikes – and to the dragging out of a war that must be ended.

Russia’s attack on the night of June 15 killed at least four people and injured 28 others in Kyiv, while a double strike in Kharkiv killed five rescuers and wounded nine more as they responded to an earlier attack.
The massive Russian assault targeted residential buildings, civilian infrastructure, educational facilities, and cultural heritage sites. In Kyiv, the attack set fire to the roof of the 11th-century Dormition Cathedral at the Kyiv Pechersk Lavra and also damaged the Mystetskyi Arsenal cultural complex. In Dnipro, Russian strikes hit a railway station, a college, and industrial facilities.
In total, Russia launched 70 missiles and 611 drones across Ukraine, including over 60 missiles aimed at Kyiv alone. Kyiv, Dnipro, Donetsk, Zaporizhzhia, Sumy, and Mykolaiv regions were also targeted.
Russia shows no intention of ending its aggression. As G7 leaders gather for their summit, a strong response is needed: greater pressure on the aggressor and more air defence support for Ukraine, particularly anti-ballistic capabilities.

Now we are dealing with Russian terrorists who have already outmatched ISIS in their crimes against cultural heritage. Only Russian scum who have nothing sacred can deliberately damage the Kyiv Pechersk Lavra, a unique UNESCO heritage site under special protection.
We will be urgently initiating all relevant procedures within UNESCO and all other international mechanisms, demanding immediate and adequate responses to this state barbarism.
We expect strong reactions by international institutions and capitals. No vague words, silence, or weak steps. We need action now to stop Russian barbarism.

The Ukrainian side has noted another wave of manipulations regarding certain cooperation programs in the field of biosafety and public health in Ukraine.
We once again reject these groundless accusations and emphasize that Ukraine consistently fulfills its international obligations under the Biological and Toxin Weapons Convention (BWC). The Ukrainian side has never engaged in any activities related to the development, production, or stockpiling of biological weapons.
For many years, cooperation between Ukraine and the United States in the field of biosafety has been aimed exclusively at strengthening the capabilities of the public health system, epidemiological surveillance, laboratory diagnostics, biosafety, and biosecurity. This refers to ordinary civilian activities that comply with international public health standards and practices, and are entirely unrelated to any military objectives.
The laboratory facilities involved in the relevant international technical assistance programs are diagnostic, scientific, or reference laboratories within the public health system, veterinary medicine, or other scientific institutions.
The narrative of alleged "laboratories for the development of biological weapons" is not new – Russia has used it in its propaganda for many years. At the same time, all Russian accusations have been repeatedly debunked at the international level.
For instance, in 2022, at the request of the Russian Federation under Article V of the BWC, an official consultative process was held with the participation of the States Parties to the Convention. During this process, all data regarding the relevant cooperation programs, their objectives, and implementation mechanisms were provided.
As a result of the consultations, the allegations regarding the supposed development of biological weapons or the operation of military biological programs in Ukraine found no confirmation whatsoever.
The relevant issues were also considered within the UN Security Council, where no evidence was presented to support the claims made by the Russian Federation.
In December 2023, Ukraine officially reaffirmed its position at the meeting of the States Parties to the BWC, emphasizing that the 2022 consultative process had comprehensively addressed these allegations, and that Ukraine's cooperation with international partners in the field of public health fully complies with the provisions of the Convention.
Ukraine remains committed to the principles of transparency, international cooperation, and strengthening the global biosafety system. We call for reliance on the outcomes of international consultations and verified facts, rather than on distorted interpretations or Russian propaganda.

It is a measure of how far Russia is willing to go in its attempt to break Ukrainian resilience through fear and terror.

Ukraine’s Defence Forces continue to hold the line and inflict heavy losses on the invader. Russia’s gains are tiny, while the cost of its aggression is staggering – it has failed to achieve any of its strategic goals, yet it is willing to waste hundreds of thousands of lives for its imperial obsession.
Russia’s aggression is about destroying Ukraine’s identity, language, culture, and right to exist. And for that goal, the Kremlin has shown it is prepared to burn through limitless resources and human lives.
That is why the world must stay united. Russia’s aggression must be stopped through stronger pressure, stronger sanctions, and stronger support for Ukraine.
