In Ukraine, men do not want to fight the "existential" war even when offered increased financial incentives. Russia has been able to steadily recruit around 1,000 soldiers, mostly volunteers, per day on average for three years. It looks like the reason for this dramatic divergence is not that Russia is bigger and can pay more money. It is not about increasing financial incentives per se.
From the perspective of the dominant narratives in post-Soviet studies, the mobilization capacities of Ukraine and Russia should have been exactly the opposite. Axios' Barak Ravid reported, citing three U.S. officials, that 40 tankers transited the southern deep channel on Friday night, moving 16 million barrels of oil out of the Gulf. But Kpler's vessel-tracking data shows no commercial vessel movements in either direction through the Strait on Friday, with traffic remaining near a standstill for much of the week.
