On Thursday, Detroit priced $100M GOs, almost 10-years to the day after the city filed for bankruptcy. The bonds drew very strong demand, and tax-exempt bonds were re-priced with bumps in the 25-50bp range. Spreads on GOs issued in Feb. '21 have narrowed YTD:

Last week, New York City announced a new wave of tax on wealth.

This is not a loophole. It’s federal law: a framework that has governed U.S. territory debt for over a century.

For high-income investors in states like California, New York, or New Jersey (where marginal tax rates exceed 9%) this structure can significantly enhance after-tax income.

A nominal 4.7% yield can translate into a 6%+ tax-equivalent yield, depending on the investor’s bracket, of course.

That’s the income profile of high-yield bonds with the legal structure of a municipal instrument.

The tax reform announced by the Governor is a constructive step forward. It is bullish for Puerto Rico’s credit spectrum and net positive for the broader economy, strengthening the underlying dynamics of $ZTAX.

It’s also worth noting that Puerto Rico currently holds over $10B in cash reserves, adding further support to credit fundamentals.
