第９回となる「中東情勢に関する関係閣僚会議」を開催しました。

ナフサの代替調達は、従来の85%の水準まで回復しており、また、川中の製品輸入も大幅に進んでいます。
そのため、４月のナフサ関係の川中在庫の活用は、「0.1ヶ月分」に抑えられたことから、ナフサ由来の化学製品を含む石油製品は、「年度を越えて」､供給継続が可能となります。

川中製品の｢ポリエチレン｣､川下製品の「塗料・シンナー」、「塩ビ管」、「断熱材」といった製造事業者からは、４月まで前年と同水準またはそれ以上の供給実績があり、今後も継続的に供給できる見通しであることが発信されています。

ただし、「塗料・シンナー」などに繋がるサプライチェーンの在庫は他と比較して少ないため、原料である「トルエン」「キシレン」を石油化学メーカーのみならず、石油元売からも、従来を大きく超える量を、シンナー、塗料メーカーなどに、新たに、直接供給することで、例年の需要の｢1.8倍｣の供給を可能にします｡

「それ以外のナフサ関連製品」については、十分な量の在庫が確認されていますが、「塩ビ管・断熱材」など、相談が引き続き多いものについては、「供給見通しの共有不足」、「実績以上の発注」などによる「目詰まり解消」の取組を強化します。

「一人親方を含む工務店」、「自動車整備工場」、「パン・菓子等販売店」など、取引先との交渉力が十分でない方が多いと考えられる川下の事業者に対して、プッシュ型支援で目詰まり解消が進んでいます。

これらの業種について、引き続き、川下事業者に至る流通過程の実態把握と目詰まり解消を進めるとともに、窓口へ寄せられている目詰まりの声を踏まえ、新たに、
・切削加工業など潤滑油の調達に苦心されている「中小製造業」、
・エンジンオイル等の確保が不可欠な、地域の公共交通を支える「タクシー」、
・今後の作付けに向け、プラスチック製農業資材が不可欠な「園芸農家」
について、重点的に取り組むよう、関係大臣に指示しました。

また、「医療分野」において、「軟膏容器」や「分包紙」などについては、基本的に、前年実績で供給ができているものの、発注量が増大していることから、薬局に対して「当面の必要量」を超えた発注を控えるよう要請するとともに、個別の薬局の状況を把握した上で、「目詰まり」解消を進めていきます。

国が備蓄している「医療用手袋」については、5077の医療機関等に対して、最大1980万枚を配布することとし、既に、1178の医療機関等に対して、426万枚の配送手続きを完了しています。

このように、国民の皆様の命や暮らしを支える分野でのお困りごとを、一件一件、着実に解消しています。

目詰まり対策をきめ細かく進め、市場の混乱の回避に全力で取り組むとともに、中東情勢の影響を受けている中小企業や小規模事業者への、①資金繰り支援や、②雇用調整助成金の活用支援、併せて、③徹底した価格転嫁の要請、に取り組むよう、関係大臣に指示しました。
