Obviously, there are flaw in this too. But if we're not going to regions and must stick with conferences, this seems like a decent solution. Thoughts?

4. Committee then ranks teams within each seed (rank 1 seeds 1-4, 2 seeds 1-4...)

Non-power 4:

1. Take best 4 non power 4 conference Champs based on an index (create a new one or use fpi, sor, or some other)
2. Committee ranks them 1-4.
