Another official warned: “The longer this goes on, the more likely it becomes a de facto licensing regime.”
“Every model going forward needs to ask the government’s permission for whether it can be released.”
“That’s an extremely bad situation.”
The paper is saying that Claude Code works well not because it has a complex AI brain, but because a simple AI loop is surrounded by a huge, carefully built system for tools, safety, memory, permissions, and recovery.
The authors studied the public TypeScript source and found that the main agent loop is very small: call the model, run approved tools, add results back, and repeat.
What takes up most of the system is the harness, meaning the regular software around the model that decides what tools exist, what actions are allowed, what gets remembered, and what happens when things fail.
They also show that context management is a major design problem, so Claude Code uses several layers to shrink or summarize older information before the model runs out of space.
autonomy does not remove infrastructure, it increases the burden on infrastructure.
A coding agent that can run shell commands and edit files cannot be treated like a chatbot with plugins, because every action has side effects and every side effect needs a boundary.

🚨 According to WIRED, talks between the Trump administration and Anthropic ended today without removing export controls on Claude Fable 5.
The government still believes Fable 5 can be jailbroken to unlock Mythos level capabilities.
Anthropic reportedly pushed back again, saying the concerns are being exaggerated.
Commerce officials are apparently open to bringing Fable 5 back for consumers, but only if Anthropic can resolve the jailbreak concerns first.
Right now, the future of Fable 5 remains unclear.
NEW: Inside the 24-hrs before WH slapped export controls on Anthropic
- Last Thursday, Amazon CEO Andy Jassy raised concerns about Fable jailbreak to Trump admin
- Friday AM, Sean Cairncross, Bessent, Susie etc. held WH call to discuss
- Then White House started reaching out to Anthropic to speak with Dario Amodei, who was at a wellness retreat.
- When Amodei was finally available past 1pm, he had three tense phone calls with a combo of ppl including Cairncross, Bessent, Lutnick, Kessler, Will Scharf, Richard Walters, and Walker Barrett.
-Amodei tried to clear up what he assumed was a misunderstanding. He defended the guardrails and distinguished between universal and non-universal jailbreak
- Cairncross and Bessent were unmoved and asked Amodei to take down Fable and work with the admin to fix the vulnerabilities. (A WH official said Amazon’s findings were run past the NSA and they felt they had “proof.”)
- Amodei asked for more time and info, but he made no commitments to pull the model
- Bessent told Amodei directly at one point that he was making a “bad decision”
- By Friday evening, the Trump admin imposed its export controls.
- “Export controls were a last resort after begging them for hours to work with us,” senior WH official said.

What happens when only the government and frontier labs have access to the strongest models? I’m not sure, but it’s probably going to be less fun than we’re used to.
I just talked to an entrepreneur who's building an AI company, and he was mid-build using Fable when they just shut it off.
How fucking insane is this?
The US government, citing national security authorities, has issued an export control directive to suspend all access to Fable 5 and Mythos 5 by any foreign national, whether inside or outside the United States, including foreign national Anthropic employees.
The net effect of this order is that we must abruptly disable Fable 5 and Mythos 5 for all our customers to ensure compliance.
Access to all other Claude models is not affected.
We apologize for this disruption to our customers. We believe this is a misunderstanding and are working to restore access as soon as possible.
