The guys who used the dog to harass this man were completely out of order. They could easily have caused a serious accident and had no right to intimidate him like that.

Having said that, the Muslim man’s reaction was extremely hysterical and disproportionate. Even with a genuine phobia, a man should be able to maintain some composure and assert himself in a situation like this. His inability to do so is, in my view, a bigger issue than the dog itself being used to bully him.
