From Parliament: Despite its inordinate length, the response to my unstarred question is inadequate at best. While the Ministry provides broad headline figures (105 companies granted access to design software, 24 product design projects approved and 25 chip designs sent for tape-out), it fails to answer the specific questions I had asked. My question sought a breakdown of how many of those designs actually translated into working products, rather than merely reaching the design stage. The answer provides no such breakdown and instead offers only a broad overview.

The specific information sought in my question on the number of applicants who became eligible for incentives vis-à-vis those who actually received disbursements under the Product Design Linked Incentive and Deployment Linked Incentive components is absent from the reply as well. On project assessment, the reply merely states that the Government regularly assesses implementation challenges and lists already known ecosystem constraints, without explaining what has actually been done to address them. Instead, it switches to announcing Semicon 2.0's 1.27 lakh core outlay. A bigger scheme cannot substitute for transparency on the outcomes of the current one. India's semiconductor design ecosystem needs clear, disbursement-level accountability, not just fresh announcements layered atop unanswered questions.
