USAID's Office of Public Safety was used to train foreign national police forces to kidnap, torture and disappear 100's of thousands of citizens resisting the CIA's coups, installed military dictators and the black site prisons they set up. They used US police officers and CIA agents (undercover) in the Office of Public Safety. This is documented in congressional hearings. When Dan Mitrione (USAID OPS) was kidnapped and killed it was no longer a secret. He was Jim Jones childhood friend from Richmond Indiana, retired police chief trained at IU and attended the FBI's training academy. His IU arrangement to train the Richmond IN police was occurring back when IU was working with Michigan to cover for CIA deploying to Vietnam as part of the Phoenix Program cover. It's probably not big deal but do you know of any other retired police chief that has the Secretary of State attend his funeral? No? Me either.
