Today, we are gathered at the Kenya School of Government with Principal Secretaries, Chairpersons and Chief Executive Officers of State Corporations, Chairpersons of Audit Committees and Heads of Internal Audit Units for a consultative forum on how to escalate the drive to make our public service an agile, efficient, effective, responsive and corrupt free entity that is fit for purpose. #ZeroFaultAuditCampaignTransformingKenyasPublicService

Of importance is the achievement of the Bottom Up Economic Transformation Agenda’s (BETA) objective of ensuring the provision to the public of quality service and on time.

The consultative engagement forum concerns the following:

1. Implementation of the Zero Fault Audit Campaign for the Financial Year 2023/2024.

Public entities are directed to adopt the tenets of the ‘Zero Fault Audit Campaign’ in Financial 2023/24 during which they are expected to:

1. Ensure closure of all prior outstanding audit queries by 2nd October, 2023;
2. Not attract a single audit query in FY 2023/24;
3. Escalate any anticipation of an audit query to the attention of the concerned PS, the Office of Auditor General and the Office of the Chief of Staff and Head of Public Service (COS & HOPS);
4. Sensitize, train, and educate all officers concerned about the Zero Fault Audit;
5. Diligently track and monitor audit issues by management for results;
6. Migrate onto the soon coming database for the COS & HOPS designed to monitor and track the performance of MDAs with respect to various parameters including audit.

Public entities are also directed to embrace legal audit as a tool for the realisation of the ‘Zero Fault Audit Campaign’. Public entities shall carry out an annual legal audit in order to establishes a culture of compliance and to avoid unnecessary legal expenses by anticipating and mitigating potential legal disputes.

2. Launch of the Public Service Exemplary Leaders - Stellar Performance Awards Scheme (PSEL-SPAS).

In order to incentivise performance, this consultative engagement shall be the launch of the Public Service Exemplary Leaders - Stellar Performance Awards Scheme (PSEL-SPAS) aimed at promoting over-achievement and excellence in the execution and implementation of mandates by public entities, as well as reinforcement of the values, principles and ethics required of public officers in the course of their duties.

Public entities are directed to strive towards attainment of exemplary performance, for consideration under this Award, whose assessment shall be commencing immediately.

3. The Extent of the Visibility of Regulatory Authorities in Kenya as Key Agents of the Change Outlined in the Kenya Kwanza Bottom Up Economic Transformation Agenda.

Public entities with a regulatory mandate are directed to be the Agents of Change that is envisaged under BETA. Currently, 87% of the regulatory authorities and agencies require policy, legal and regulatory interventions in order to enhance performance.

Towards this end, regulatory authorities are directed to undertake the necessary changes in order to fully bridge performance gaps.

Of course, we note that some regulators, especially those that have significant revenue collections have not been remitting surpluses to the National Treasury as required of them under the PFM Act. I wish to reiterate that this is not a suggestion. The law must be followed!
