While police have stepped up efforts to fine offenders (many accumulating +1,000 fines) the traffic court fails to issue warrants. The result, PPV operators are only required to pay a maximum of 10/1,000 fines.

I think we can both agree that the current laws and the enforcement of said laws need overhauling. As a part of that, new suggestions and ideas are need. It's all good an well to find fault, but, follow it up with a solution.
