Are they seriously delaying the release of the application guide even further so that the Minister can make a YouTube video?
Unless he is going to announce that they are lifting the application caps I do not understand how they think this will be received well.

@CitImmCanada The guidance still states that students can only take a maximum of 50% of their course load online from outside of Canada. What about students who start their 1-year (2 academic semesters) program in May and are not able to travel to Canada for the fall semester?
