About two or three months ago, I went there to submit my CV so I could be registered in the system. After submitting it, I was told that I would either be contacted or receive an SMS with my registration number.

At the end of June, since I had not received any SMS, I went back to check on my registration number. The receptionist directed me to Office Number 3 (Talent Acquisition). I knocked and politely asked whether my registration number was ready. To my surprise, the lady sitting nearest the entrance told me to wait because it was lunchtime (around 2:06 p.m.). After waiting for a while, she simply asked me to take a picture of the papers on the wall explaining the registration process, which I had already completed. I just left.

Two weeks later, I returned to the same office and was welcomed by the same lady, who said, “Asi mukushaya kumwe kwakutsvaga mabasa here mukwasha?” That really upset me, so I left. It is disappointing because PSC claims to be the country’s best employer.

During my most recent visit last week, I was fortunate to find an older lady in the same office, who sits behind the young lady. She kindly explained that they were experiencing internet problems, making it difficult to register everyone, and that they had a backlog. After I told her that I travel all the way from Mount Darwin just to check on my registration number, she was understanding and even said she was impressed by my qualifications. She asked me to bring my CV directly to her the next time.

As I was leaving in the elevator, I met the same young lady. She loudly said, “Why didn’t you just work in Rwanda or Germany, where you got your qualifications?” This showed that she had taken the time to read my CV but could not simply explain the challenges PSC was facing. I just looked at her and smiled. I was very angry, but I reminded myself that if this is her pride and ego, life will eventually teach her its own lessons.

Zimbabwe is always encouraging people who studied abroad to return home and help develop the country. It is therefore disheartening to see a young public servant in her twenties or thirties discouraging people instead of assisting them.

I hope Dr. Hungwe, the Chairperson of the Public Service Commission, and his team will ensure that the right people are employed to serve the public with professionalism and respect.

To that young lady, I forgive you. However, please do not crush the hopes of other aspiring candidates who are simply looking for an opportunity to serve their country.

@citezw Neo-patrimonialist politics is very paternalistic, in that a child should clap hands for parents who provide basics for them. We are still pursuing rudimentary or level 1 developmental infrastructure. We are going to see deeper entrenchment rent seeking and rent giving.
