Within this extremely specific and restricted context, people still try to convince us that Rouge’s comparison is completely neutral. LOL
You may not see romantic undertones if you don’t want to, but the coded space for a romantic interpretation is unequivocally there. And Sonic Team and SEGA usually work with material far subtler than this.
That said, as a shipper: Shadow Generations is a Shadouge game.

Well, there’s not much to argue about when it comes to preference. If you prefer one dynamic over the other, that’s completely fair.
But I actually find it interesting that Shadow isn’t a romantic person in the conventional sense. To me, that doesn’t make romance impossible for him. In fact, it’s one of the reasons Rouge works so well: their dynamic already feels so natural that he wouldn’t need to become overly affectionate or act out of character for a romance to work.
It’s kind of like Vegeta and Bulma in Dragon Ball. Vegeta doesn’t need to become a traditionally romantic character for it to be obvious how much she means to him. To me, that kind of romance fits someone like Shadow, and someone like Rouge, much better.
Well, in that case it really is just a matter of taste, and I respect your preference. ^^
In my case, I think that, among other reasons, since Shadow is the only one with whom she’s had emotional development built up over the years, he also feels like the only ship that truly respects her as a person.
Like, someone Rouge could actually end up with without giving off that weird vibe of, “Alright, since you kept insisting with all that flirting and bothering me, I guess we can be together.”
But I’ll admit that this part is purely a personal feeling of mine. No one has to share that impression.

I also really like this ship because it avoids the whole “good girl fixes the bad guy” dynamic, or vice versa.
They both have controversial morals, and their sense of right and wrong is pretty gray, but together they bring out the best in each other.
I think that, unlike Sonic and Amy, Shadow and Rouge are deeply imperfect. But just like them, they’re perfect for each other.

Shadgens is 100% a shadouge game in so many ways.
