And in fact they had a point about that, nomadic pastoralism creates a kind of culture and lifestyle where solid assets are a liability and profits from the sheparding are invested elsewhere

Instead of buying new plows or building barns the money is invested into connections and political influence: where can I graze my sheep in this new town? What politician or king will take a bribe to let me do this? I have goods to sell, who can I pay to make that happen?

A sheparding based economy incentivises keeping money liquid so you can carry it with you from town to town, only natural to buy and sell goods with it

It lends well to merchantilism, to buying and selling and arbitrage profits that come from it: buy goods in town A, travel a few days or weeks to town B and sell the goods for a higher price(travel expenses paid for by the sheep)

The shepard system also works well for money lending, another way to make unearned profit, to extract from host peoples and live comfortably. Even when they wise up and kick you out you're fine, being nomadic means you don't need to be a good neighbor

Your society being standardized on sheparding makes you value cash, spend it on political influence over foreign elites, use that influence to install your people into their beaurocracy to twist market conditions into your favor, which eventually logically concludes in debt slavery for the lower class, the displacement and liquidation of the native middle class merchants, and total destruction of the host society.

Which at that point you steal as many of their assets as you can and walk off with your sheep 🐑 to the next town to sell, grazing along the way. 🌱
