@ShirishMM Agreed. Tricky balance to strike, and doesn't just apply to the arts. The same arguments apply to Senedd expansion. Unless you build pathways, people will always be locked out. But there has definitely been a culture of celebrating boxes ticked even when shows have been rubbish!
