My hypothesis is that he believes he is doing stakeholders a favour by engaging on such consequential legislation. Notice how he points to his predecessors and argues that they did not engage at all on other legislation. The implication seems to be that stakeholders should be grateful for the engagement, even if the quality of that engagement is lacking.

If you publish a poor first draft of a bill and subsequently make substantial changes to it, a genuine commitment to transparency requires that you publish the revised and more polished draft as well. That way, stakeholders can review the current provisions under consideration and provide informed feedback.

The Bill as passed in 2024 and resubmitted in 2025, was a 19 clauses Bill. Yet, NDC in 2026, have deleted 22 original provisions and inserted a total of 31 new watered-down, diluted, undeterring , and less-efficacious provisions which are rather pleasing to and protective of foreign donors, international organizations, non governmental organizations as well as local cartels and clandestine avenues who are notorious for promoting, supporting, sponsoring, advocating for and advancing the LGBTQ agenda in Ghana.

Stay tuned as we present the Clause by Clause details in how this new bill passed under NDC is substantially different from and inferior to the original passed in 2024.
