Hockey Canada should push for a ban on fighting across all junior leagues, according to a team of researchers commissioned by the Office of the Sport Integrity Commissioner (OSIC), a federal agency that is funded by Sport Canada.
In a new report, the researchers highlighted changes made in 2023 by the QMJHL to discourage fighting. In 2024-25, the QMJHL had a reported 40 fights in regular-season games, compared to 285 in the OHL, and 319 in the WHL.
The researchers also advocated for a national public sanctions registry to publicize the names of people who have made egregious or severe violations of Safe Sport policies.
A number of provincial sport organizations and national sport organizations, including Hockey Canada, currently keep the names of sanctioned individuals secret from the public.

Also, choosing to do this during National Indigenous History Month is the kind of colonial decision-making that is undermining Canada’s ability to move forward, to honour its treaty commitments and build lasting nation-to-nation relationship.
