I'm currently making some comparisons between the new released Project Sunrise and Current Destiny lighting. There is a considerable difference.

My thoughts on vaulting content -
There’s a few legitimate reasons this exists. One is HDD space on consoles, all the content just won’t fit on core systems. Another is base install size for new players. The last is the development burden of testing all content when new things are added, such as new weapons, abilities, features.
I agree that these reasons aren’t acceptable for players. A potential solution would to be that on console, content is removed/re-downloaded as players choose specific content, or to rotate content that is available seasonally. The on the fly solution still has a poor user experience as you can’t match players who have different content downloaded (even on PC due to cross-play) or need to have long wait times while content downloads before playing. I think the seasonal rotation solution is a much better one (but does make seasonal updates much larger downloads).
The burden of testing old content sucks for development but feels like a necessary burden and one that could be streamlined with automated testing and player accessible beta branches.
TLDR - even if there isn’t an ideal solution, taking away content players paid for isn’t the best one.

Project Sunrise: Conduit Bubble
Fun fact: Black Garden had a patrol planned for its release. It ultimately got scrapped, but with Sunrise we can now see this cut bubble in game.
Conduit was the internal name, as you can see, never got past the dev model design phase.
