"Zahra Kazemi, the Iranian-Canadian photojournalist, was arrested outside Evin Prison in July 2003. Canada had an embassy in Tehran. Canadian officials were able to visit her in hospital. None of this saved her.
She died from injuries sustained in custody. Iran refused a credible investigation, barred Canadians from observing the trial, rejected an independent autopsy, and refused to return her body to Canada.
The embassy existed. Diplomacy existed. Justice did not.”

وقتى در ١٨ ام دى ماه سال ١٣٩٨ ، سپاه پاسداران جمهورى اسلامى به هواپيماى مسافربرى PS752 عامدانه شليك كرد، افراد زيادى در كنار خانواده ها جمع شدند؛ كسانى كه داوطلبانه با تكيه بر دانش، مهارت و تجربه حرفهای خود، نقش مهمی در پیشبرد اهداف دادخواهی خانوادههای جانباختگان ایفا کردهاند.
این تجربه نشان میدهد که دادخواهی تنها یک تلاش فردی نیست، بلکه نبردى جمعی است که با همافزایی تخصص، تعهد به جامعه و باور به عدالت معنا پیدا میکند.
انجمن خانواده هاى جانباختگان پرواز PS752 پس از ٦ سال از تشكيل اين نهاد مدنى، قدردان تلاش تمامى اين عزیزان و داوطلبانى است كه در اين مسير كنار ما ايستادند.

Every day of these past seven years, you have been with me in my thoughts, and I have lived your absence in this troubled world. Time has done nothing to lessen the grief of losing you and Reera. It has only taught me how to go on with this permanent wound.
I remain alive in the hope of securing justice for you and Reera, and I believe that one day the truth will come to light. Until that day, and until every person who ordered and carried out this crime is held accountable before justice, I will not turn back from this path.

There can be no reopening of the Embassy of the Islamic Republic of Iran in Canada.
If you truly intend to stand up for Canadians, initiate the provisional measures process at the International Court of Justice in The Hague to give priority and expedited consideration to the case concerning the murder of dozens of Canadians aboard Flight #PS752.
If you wish to demonstrate sincerity, stand with the victims of this regime’s decades of killings and massacres. Attend their memorials.
As long as dozens of bereaved families live in this country, reopening that embassy is simply not possible.
Please do not put our resolve to test, in opposing such a decision.

آقای مارک کارنی نخستوزیر کانادا اخیرا در اظهاراتی از لزوم باز کردن سفارت جمهوری اسلامی ایران در کانادا سخن گفتهاند. در پاسخ به ایشان باید گفت ممکن است ایشان جنایات حکومت جمهوری اسلامی در حق ایرانیان و کاناداییها را فراموش کرده باشند اما کانادا هرگز فراموش نمیکند.
برقراری روابط دیپلماتیک با حکومتی که در کانادا حکومتِ حامیِ تروریسم شناخته میشود بیاعتنایی به رنج بسیاری از بازماندگان جنایات این حکومت در نزدیک به پنج دههی گذشته است. از اعدامهای ابتدای انقلاب گرفته تا سرنگون کردن پرواز پیاس۷۵۲، از سرکوب خیابانی و کشتار دهها هزار نفر گرفته تا ترورهای خارج از کشور. در این میان دهها کانادایی نیز توسط سپاه پاسداران و جمهوری اسلامی ایران به قتل رسیدهاند. از زهرا کاظمی و کاووس سیدامامی تا جانباختگان پرواز پیاس۷۵۲ و جانباختگان فجایع هجدهم و نوزدهم دیماه در سال اخیر. ��قای نخستوزیر در حالی از بازگشایی سفارت سخن میگویند که همین روزها نیز خانوادههای بازماندهی پرواز پیاس۷۵۲ تحت فشار حکومت هستند. اگر کانادا برای تحت فشار قرار دادن جمهوری اسلامی ایران از ابزار لازم در دادگاه لاهه بهره جسته بود خانوادههای بازمانده در وضعیت ایمنتری زندگی میکردند اما کانادا به جای حمایت از شهروندان خود میخواهد راه امتیاز دادن به تروریستها را برگزیند.
ما خانوادههای انجمن پرواز جلوی هر تصمیمی برای باز کردن سفارت آن حکومتِ جنایتکار در کشور کانادا خواهیم ایستاد. رفتار جمهوری اسلامی و سپاه پاسداران در سالها و ماههای اخیر نهتنها هیچ تغییر مثبتی نکرده، بلکه خشونت و تهاجم آنها در داخل و خارج از کشور افزایش یافته است؛ از جمله نظارت و جاسوسی فعال علیه مخالفان و خانوادههای جانباختگان در کانادا. هرگونه نشانهای از برقراری دوبارهی روابط در چنین شرایطی، در واقع تأیید و مشروعیتبخشی به همین رفتارهاست. ما به هیچ عنوان چنین رویکردی را نخواهیم پذیرفت. به آقای نخستوزیر هم توصیه میکنیم در مراسم یادبود قربانیان شرکت کنند تا شاید با رنج بازماندگان جنایات جمهوری اسلامی آشنا شوند و به عنوان نخستوزیر کانادا متعهد به روشن کردن حقیقت و اجرای عدالت در حق شهروندان خود باشند.

Statement by the Association of Families of Flight PS752 Victims on the Possibility of Reopening the Embassy of the Islamic Regime in Iran in Canada

Prime Minister Mark Carney recently stated that Canada should consider reopening the embassy of the Islamic regime in Iran. In response, we must say that while the Prime Minister may have forgotten the crimes committed by the Islamic regime in Iran against Iranians and Canadians alike, Canada has not, and will not.
Restoring diplomatic relations with a regime that is recognized in Canada as a state sponsor of terrorism would disregard the suffering of countless survivors and families affected by its crimes over the past five decades. From the mass executions following the 1979 Revolution to the downing of Flight PS752, from the brutal suppression of peaceful protests and the killing of tens of thousands of people to assassinations carried out abroad, the Islamic regime in Iran has left a long trail of violence. Among its victims are dozens of Canadians, from Zahra Kazemi and Kavous Seyed-Emami to the victims of Flight PS752 and those who lost their lives during the atrocities of January 8 and 9 of the past year.
The Prime Minister speaks of reopening an embassy while, even today, the families of the victims of Flight PS752 continue to face intimidation and pressure from the Islamic regime in Iran. Had Canada used the legal mechanisms available to it before the International Court of Justice to hold the regime accountable, these families would be living under safer conditions. Instead of standing firmly with its own citizens, Canada now appears prepared to pursue a policy of making concessions to those responsible for terror.
The Association of Families of Flight PS752 Victims will vehemently oppose any decision to reopen the embassy of this criminal regime in Canada. The tyrannical conduct of the Islamic regime in Iran and the Islamic Revolutionary Guard Corps (IRGC) has not changed in recent years or even in recent months. On the contrary, their violence and aggression have intensified both inside and outside Iran, including the active surveillance and intimidation of dissidents and the families of victims living in Canada. We firmly believe that any engagement with this regime under these circumstances amounts to an endorsement of its conduct and serves to legitimize its ongoing abuses. We categorically reject such an approach.
We also encourage the Prime Minister to attend memorial ceremonies for the victims. Doing so may help him better understand the suffering endured by the survivors of the Islamic regime in Iran’s crimes and remind him of his responsibility, as Canada’s Prime Minister, to pursue truth and justice for Canadian citizens.
Until then, we will never forget, nor shall we ever forgive those who murdered our loved ones.
امروز طی یک کنفرانس مطبوعاتی با حضور آقای دیوید وست شهردار محترم ریچموندهیل، آقای علی احساسی، آقای منگاکیس، آقای وینسنت هو، نمایندگان پارلمان ، آقای استیون لچه وزیر دولت استانی، اعضای شورای شهر ریچموندهیل و تعدادی از اعضای خانوادههای پرواز پیاس۷۵۲، ساخت بنای یادبود پرواز پیاس۷۵۲ در پارک یونیتی در شهر ریچموندهیل رسما آغاز شد.
این پروژه حاصل همکاری سالیان بین نهادهای مختلف از جمله انجمن، شهرداری ریچموندهیل، دولت استانی و دولت فدرال کاناداست که امیدواریم در هفتمین سالگرد سرنگون شدن پرواز پیاس۷۵۲ رسما رونمایی شود. این بنای یادبود محلی برای یادآوری خواهد بود. مکانی که به همه یادآور شود جمهوری اسلامی ایران و سپاه پاسداران در هجدهم دیماه ۱۳۹۸ به یک هواپیمای مسافربری شلیک کردند و ۱۷۶ مسافر و خدمهی بیگناه و کودکی به دنیا نیامده را به قتل رساندند. ما تا روز افشای حقیقت و اجرای عدالت قاتلین را نه فراموش میکنیم و نه میبخشیم.

Western woman have all the power of the free world behind her and she bows. Iranian women nothing but courage and the stand tall without obeying a barbaric law.

Statement of the Association of Families of Flight PS752 Victims on the Amendment of International Rules Following Six Years of Advocacy efforts
The safety investigation into the downing of Flight PS752 on January 8, 2020, in Tehran was relegated to the Islamic Regime in Iran. International regulations that had, for decades, served as the framework for responding to aviation disasters appeared inadequate and ineffective in addressing this crime. Under Annex 13 to the Chicago Convention, responsibility for leading the safety investigation rested with the State in which the tragedy occurred. As a result, while international organizations such as ICAO remained largely silent, the investigation into a mass murder was effectively placed in the hands of those responsible for it.
Now, after six and a half years of persistent efforts by the Association through extensive meetings with decision-makers and through the advocacy of the Government of Canada in international forums such as ICAO, international rules and Annex 13 will be amended.
According to a letter received by the Association from the Honourable Minister of Transport: “The newly approved amendment highlights the importance of conducting a safety investigation following an aircraft downing or similar act of unlawful interference. This is important as there have been cases where a State opts not to proceed with a safety investigation following an unlawful act.
Crucially, the amendment also explains the conflict-of-interest issues a State faces following an aircraft downing and the steps they may take to protect the safety investigation from said issues. For example, delegating the safety investigation to another State and providing timely, verified factual information to the public. In doing so, these amendments will help to ensure safety investigations are more credible and transparent following an aircraft downing.
The amendment will come into effect for States in November 2028. This timeline allows States time to align their domestic mechanisms with these changes.”
In the same letter to the Association of Families of Flight PS752 Victims, the Honourable Minister of Transport, Steven MacKinnon, acknowledged the families’ significant role in this achievement, stating: “Thank you for your ongoing advocacy in response to Iran’s downing of Flight PS752.
This successful change to Annex 13 is another testament to your tireless efforts in memory of your loved ones. They will never be forgotten.”
We believe that the Islamic Republic commits crimes with full awareness of such deficiencies in international law, and we are heartened by the fact that these corrective amendments will help prevent similar atrocities from being repeated in the future.
Our mission is not limited to seeking justice for our loved ones. It also includes ensuring the safety of human life in the future. Until truth and justice are achieved, we will neither forget, nor forgive the killers of our loved ones.

In the name of my daughter, Reera
My daughter, Reera, would have turned sixteen today.
Reera and her mother, my beloved wife, Parisa, were among the passengers of Flight #PS752, shot down by missiles fired by the Islamic Revolutionary Guard Corps in the skies above Tehran on January 8, 2020.
Every birthday that arrives without Reera is no longer a day on the calendar. It is another season passing through an unfinished life.
I think of everything that was stolen from us. From me. From Parisa. From our daughter, Reera.
My child was murdered by a criminal regime.
Anyone who has lost a child knows that grief is not only the pain of absence. It is the slow accumulation of futures that never came to pass.
We spend the years imagining the lives denied to them.
How would they laugh now? How would they speak? Would they gather their hair behind their shoulders or let it move freely in the wind? Would they still belong to spring, or would autumn one day become their season?
If they had lived.
For me, these questions are both alive and impossible to answer. But more than anything, what darkens my days are the conversations I have lost with Reera.
With every sunset, with every reluctant awakening into another morning, with every book, every film, every sorrow and beauty unfolding in the world, I find myself thinking: another conversation has been taken from me.
Another moment when I might have asked her what she thought. What she felt. How she saw the world.
So sometimes I imagine her answers. I imagine her voice returning briefly through memory.
No one truly understands this endless suspension except those who have lost someone they loved to injustice.
Reera was a gifted runner. She played on a soccer team in Richmond Hill. Had she been allowed to live, she might have become a remarkable athlete.
Every father carries dreams for his child’s sixteenth birthday. Some small. Some immense.
Mine now exist only in fragments, buried beneath memory and longing.
Two years ago, I began to think that perhaps I could run in her memory on her birthday. She is no longer beside me, yet when I run carrying her image, I feel I am telling the world something simple and undeniable:
For me, a world without Reera is not a beautiful world.
A world without the children stolen by cruelty, by missile, by bullet, by bomb, can never be beautiful.
Tomorrow morning, I will run the Ottawa Marathon in memory of my daughter, Reera. These past two years of training, the pain, the solitude, the discipline, have all been for her, the most beautiful girl in the world to me, who was, who is, and who always will be.
As long as I live, I will not forgive those who took her from me.
And as long as I live, I will not forget the murder of my wife, Parisa, and my daughter, Reera.

دخترم ریرا امروز شانزده ساله میشد. ریرا و مادرش - همسر عزیزم پریسا- از مسافران پرواز پیاس۷۵۲ بودند که در روز هجدهم دیماه ۱۳۹۸ بر فراز فرودگاه تهران با موشکهای سپاه پاسداران کشته شدند.
در تمام تولدهایی که بدون ریرا میآید و میگذرد به لحظاتی فکر میکنم که از ما، از من، او و پریسا، دریغ شد. فرزند من به دست حکومتی جنایتکار به قتل رسیده است اما هر آنکس که فرزند از دست داده است میداند که سالیان آتی به مرور ناتمام تصاویری میگذرد که هیچگاه رنگ واقعیت به خود نمیگیرد. بسیاری میخواهند بدانند اگر فرزندشان زنده بود اکنون چگونه میخندید، اگر زنده بود چگونه حرف میزد، اگر زنده بود موهایش را میبست یا میگذاشت معوج و سرگردان بر شانههایش بریزد، اگر زنده بود پاییز را بیشتر دوست میداشت یا همچنان بهار را، اگر زنده بود…
برای من همهی اینها بوده است و نبوده است اما آنچه بیش از هر چیز خاطرم را تاریک میکند گفتوگوهاییست که با ریرا از دست دادهام. با تماشای هر غروب، با بیدار شدن ناگزیر هرروزه، با به یاد آوردن برخی کتابها و برخی فیلمها، با تکتک وقایع تلخ و شیرینی که هر روز در دنیا رخ میدهد با خودم میگویم گفتوگوی دیگری با او از من ربوده شده است. پس گاهی حدس میزنم که اگر او بود در اینباره چه میگفت اگر او بود چگونه فکر میکرد دربارهی مسایل مختلف چه احساسی داشت و اگر او بود… هیچکس این تعلیقِ بیپایان را درک نمیکند مگر عزیزی را به ظلم از دست داده باشد.
ریرا دوندهی خوبی بود و در یکی از تیمهای فوتبال در شهر ریچموندهیل باز�� میکرد. اگر او را زنده میگذاشتند ورزشکار خوبی هم میشد. هر پدری برای تولد شانزده سالگی فرزندش برنامههای کوچک و بزرگی دارد. من نمیتوانم از تعلیق بیپایانِ زندگیام دریارهی ریرا چیز بیشتری بگویم. عناصر این تعلیق در ذهن من مدفون شدهاند اما از دو س��ل پیش گمان کردم میتوانم به یاد او در روز تولد شانزده سالگیاش در یک ماراتن شرکت کنم. او که نیست اما با دویدن با تصویر او میتوانم به هرکس که این چهره را میبیند بگویم دنیا بدون ریرا دنیای زیبایی نیست. دنیا بدون بچههایی که به ظلم کشته شدند، با موشک، با گلوله، با بمب، فرقی نمیکند، دنیای زیبایی نیست.
فردا صبح در ماراتن اتاوا به یاد دخترم ریرا میدوم و مرارتِ این دو سال تمرین بیوقفه را، رنجش را، انضباطش را، تنهاییاش را، تقدیم میکنم به او که برای من زیباترین دختر جهان بود، هست و خواهد بود. تا زندهام عاملین قتل او را نخواهم بخشید و تا زندهام قتل ه��سرم پریسا و دخترم ریرا را فراموش نخواهم کرد.
