THE POLITICS OF "MERIT" WILL STUMBLE AT THE HURDLE UNLESS IT EMBRACES THE ALTERNATIVE.

HURDLE 1: THE BJP HAS CHANGED.
The BJP's social coalition has changed dramatically. It cannot afford to antagonise the OBC/EBC/Dalit constituencies. All these now constitute a crucial part of its electoral base. The BJP has in fact widened caste based welfare.

HURDLE 2: T.I.N.A.
The parties most likely to benefit from a GC revolt (SP, CONG, RJD) are, in many cases, precisely the parties advocating more reservations in EVEN the private sector, caste enumeration or removal of the 50% ceiling on quotas.

THE ALTERNATIVE:
THE GENERAL CATEGORY IS POWERFUL BUT IT MUST GET ORGANISED
At roughly one-fifth of the electorate, GCs have substantial electoral influence as they vote as a bloc, particularly in several northern and central states. But they cannot, by themselves, determine the BJP's electoral strategy for the reasons stated above. SO, MOBILISE. It must form its own unalloyed nationwide outfit. Damage the incumbents by fighting the democratic/electoral fight. JANTAR MANTAR is a means to that end and not THE end.

RHA को ले कर सरकार से कुछ बात और माँगें

सरकार अपने स्तर से हर आंदोलन को फूट, समझौता, बल-प्रयोग, समझदारी, मिसइन्फॉर्मेशन कैम्पेन या कायरता दिखा कर कर समाप्त करना चाहती है। और वही उनका कार्य भी है। RHA का नाम ले कर कुछ लोगों ने आंदोलन के लिए जनता को बुलाया और लगभग 7000 की भीड़ जंतर मंतर पर भीतर दिखी, उतने को ही बाहर होल्ड किया गया या लौटा दिया गया।

मैंने केवल दिल्ली पुलिस की बकलोली की अवज्ञा के लिए इसमें भाग लेने की बात की और फिर बहुत लोग मेरे आने पर भी आए। फिर दुबे को पाठक जी ने नेता मान कर एक ऐसे पत्र पर चर्चा के लिए आश्वासन दिया जिसमें आरक्षण शब्द ही नहीं है।

खैर, मैं ये सब तकनीक देखता और जानता आया हूँ। मुझे इस विषय पर सरकार को भीड़ दिखाने की आवश्यकता न पहले थी, न आज है, पर जब चाहूँ वह भी कर सकता हूँ। अगली बार बिना अनुमति के भी ऐसा किया जा सकता है यदि प्रूफ ऑफ कॉन्सेप्ट चाहिए, तो वह भी दिखा देंगे। पर मेरा लक्ष्य वह है ही नहीं।

सरकार को ‘आरक्षण हटाओ आंदोलन’ से इसलिए नहीं डरना चाहिए क्योंकि एक भीड़ पूरे कनॉट प्लेस को घर कर पत्थरबाजी करते हुए संसद घेर लेगी। सरकार को इसलिए डरना चाहिए कि ऐसी कोई भीड़ ही नहीं है, न ही हम संसद को घेरने की योजना बना रहे हैं।

आंदोलन की तपन केवल जलती हुई कार की आग और अराजक भीड़ की ही नहीं होती। एक तपन ऐसी भी होती है जब जनमानस को वैचारिक रूप से इतना सक्षम बना दिया जाता है कि वह स्वयं ही अपने लिए वह निर्णय कर ले, जो वो कल तक किसी दूसरे बहकावे में आ कर कर रहा था।

हमारी माँगें:

१. आरक्षण पर श्वेत-पत्र: क्या लाभ हुआ, किन जातियों को अनुपात से अधिक लाभ लगातार मिला, कौन सी जातियाँ पूर्णतः छूट गईं। आरक्षण किस तरह से देश या समाज के उत्थान में सहायक है, उसके लिए आँकड़े क्या कहते हैं आदि आदि! इस से जुड़ी हर वह रिपोर्ट और सर्वेक्षण जो सार्वजनिक नहीं हुई।

२. EWS को हर वह आर्थिक सहायता दी जाए जो SC को मिलती है। निःशुल्क कोचिंग, निःशुल्क फॉर्म, शून्य हॉस्टल और कोर्स फीस। फिर भी लोन यदि लेना पड़े तो उसमें भी सुविधा।

३. तीनों ही आरक्षित वर्ग में ‘कोटा विदिन कोटा’ लागू हो ताकि वास्तविक दलित-पीड़ित-वंचित जातियों तक लाभ पहुँचे। अभी SC और OBC में हजार-हजार जातियाँ ऐसी हैं जिन्हें नगण्य आरक्षण मिला है। और 4-5 जातियाँ ऐसी हैं जो 70-80% आरक्षण खा रही हैं। इसका आधार पारिवारिक आय हो, न कि वैयक्तिक और दुरुपयोग की संभावना न रहे।

४. मेरिट का सम्मान हो। आरक्षित वर्ग का कटऑफ किसी भी हालत में सामान्य वर्ग के कटऑफ के (से नहीं) 10% के रेंज से बाहर न जाए। और यह भी आज की परीक्षा के अधिकतम आयु सीमा वाले बच्चों की आयु के बाद समाप्त किया जाए। न्यूनतम क्वालिफाइंग मार्क्स तो तय होना ही चाहिए।

५. सरकार यह सर्वेक्षण करे कि क्या गरीबी, भेदभाव या पिछड़ेपन से किसी की बौद्धिक क्षमता घट या बढ़ सकती है? इम्पीरिकल एविडेंस सार्वजनिक करें और उसी आधार पर आरक्षण की नीतियाँ बनें।

६. एक व्यक्ति को एक बार आरक्षण मिले। एक परिवार को एक बार आरक्षण मिले।

७. दशकीय समीक्षा हो। समाप्ति के लिए एक ‘सनसेट क्लॉज’ या रोडमैप कि कब तक रहेगा।

८. कॉलेज/यूनिवर्सिटी पुस्तकालयों में पुस्तकों के अलॉटमेंट का आरक्षण तत्काल निरस्त हो। इसका कोई लॉजिक नहीं है। यह आरक्षण से लड़ कर वहाँ पहुँचे बच्चों को सताने की व्यवस्था मात्र है। या आप पुस्तकों की मात्रा दोगुनी कीजिए और वहाँ ‘आरक्षित सेक्शन’ लिख दीजिए।

९. यूजीसी नियमावली निरस्त हो या समीक्षा कर के हर जाति समूह को इसमें सम्मिलित किया जाए।

१०. SC/ST Act की तर्ज पर ‘सवर्ण उत्पीड़न (रोकथाम) कानून पास’ हो। दोनों ही कानून में केस झूठा पाए जाने पर, उस केस में होने वाला दंड आरोप लगाने वाले को झेलना पड़े। आर्थिक जुर्माना भी वसूला जाए।

सरकार और सुधिजन देख लें। बाकी, चाहे आप दुबे, शेखावत या अन्य को मैनेज कर लें, आंदोलन चलता रहेगा।

I come from Bihar. Research how dire the situation of the Musahar community is. Their children aren't getting reservations. Why? Because those caste groups don't even have leaders... The second demand is quota within quota, on which the government has also said that we will not implement the creamy layer in it. Why will you not implement it? It is so absurd that the government is bowing down to those few Dalit leaders who only talk about their caste group... The third demand is minimum marks. You cannot sell the dream of a developed India by compromising on merit. If 50% of the deserving youth or boys and girls who are studying will not get admission in the IITs, IIMs, or higher education, your efficiency has reduced by 50% right there... Then the Economically Weaker Section (EWS) should be made a part of the Scheduled Castes (SC). The class whose definition says economically weaker, you are neither giving them a facility in buying the form, nor are you waiving their hostel fee, nor is their course fee being waived; what will you achieve by merely recognising it?... At least indicate that we are going to have a sit-down talk about this..."
