Leaked WhatsApp Chats Show Vusimuzi ‘Cat’ Matlala Requesting Police Favors from the EMPD Deputy Chief Julius Mkhwanazi
The #MadlangaCommission heard testimony from Witness X regarding WhatsApp exchanges between Vusimuzi ‘Cat’ Matlala, an alleged crime figure, and Julius Mkhwanazi, Deputy Chief of the Ekurhuleni Metro Police Department (EMPD). The chats, spanning 13 February to 12 May 2025, indicate a close personal and professional relationship, with repeated requests for police intervention and assistance.
On 7 March 2025, Matlala requested Mkhwanazi’s intervention concerning his driver, Given Mafokane, arrested at Crystal Park Police Station for speeding at 90 km/h in a 60 km/h zone. Mafokane, Matlala’s right-hand man, faces eight criminal charges, including fraud, robbery with a firearm, and possession of stolen property. Six of his cases were withdrawn, with convictions on two.
Mkhwanazi responded to the speeding incident with a voice note, informing Matlala that Mafokane had been released on bail and would only face a fine. Witness X testified that this exchange demonstrates undue influence over law enforcement processes, raising concerns about favoritism and the abuse of authority within the EMPD.
Further chats highlight Matlala’s awareness of police operations. On 9 April, Mkhwanazi complimented Lt-Gen Sibiya during a crime-fighting imbizo in Boksburg while Matlala referenced Shamase EMPD and SAPS units. The casual tone and sharing of operational details indicate Matlala had access to internal information, suggesting informal influence over police activities.
On 14 May, Matlala sent a reminder to Mkhwanazi to “check that guy,” which the deputy chief acknowledged with “Salute.” Witness X testified that the specifics of this exchange remain unclear, but the communication pattern illustrates ongoing favors and intervention for Matlala’s associates, consistent with earlier incidents.
