@anthonyfurey 1) "Empty" does not mean unused. The bus lanes are moving more people more efficiently than cars do.

2) the alternative wasnt another free-flowing traffic lane, it was parked cars in the middle of the street, meaning cars AND buses were stuck behind traffic

@PlannerSean Read about 100 pages of it. As it said, some of it is repetition or things you can scan. If it relates to your job you might only need to read a few sections of it.
