Last year, 750 private flights to & from Cannes burned 2M litres of fuel, with most exempt from carbon tax.

@helena_bennett_@James_BG Yes but @James_BG, Heathrow is likely not the best airport for these aircraft e.g. we propose converting private jet and regional airports instead. If Heathrow was used then the runway, terminal, gates etc. would need to be very different. Think 30, rather than 300 seat planes.
