Level 3 is the key turning point.
Students explore all Nine Fields and begin specializing in one — the same fields that form the Council of Nine.
From that point on, students don’t just learn.
They begin mentoring younger levels, participating in real projects, and preparing to serve in the councils.
This creates a continuous loop:
Education prepares people to govern wisely.
Governance is guided by people who have been trained in zero-harm, ethics, and systems thinking from childhood.
The Council of One (every individual) is made of people educated to lead their own lives responsibly.
The result is a society where leadership is not a position of power, but the natural outcome of lifelong growth.
Education is not preparation for government.
It is the foundation of government itself.
