EIZ has urged the government to allocate at least half of road maintenance works to Zambian-owned firms.
Speaking before the Parliamentary Committee on Transport, Works and Supply to discuss the 2026 National Budget under Head 54 for Public Infrastructure today, EIZ said government should prioritize completing projects that are over 80% constructed, reserve 20% of the infrastructure budget for maintenance, and allocate at least half of road maintenance works to Zambian-owned firms.
EIZ expressed concern that many road projects continue to face challenges of poor quality, delayed completion, and inadequate maintenance.
EIZ President Eng. Wesley Kaluba emphasized that quality, resilient, and inclusive infrastructure is the foundation for achieving the goals of the 8th National Development Plan, Vision 2030, and the Sustainable Development Goals.
He recommended creating an Infrastructure Development Bank to support local contractors with affordable financing and strengthening monitoring systems to ensure quality delivery and accountability.
EIZ also called for a dedicated research and development fund to promote innovation and sustainable construction technologies.
Through its investment arm, the EIZ Investment Holdings (EIZ-IH) Plc, Eng Kaluba announced that the Institution plans to submit an unsolicited Expression of Interest (EOI) for the construction of a Public Private Partnership (PPP) toll road that will effectively serve to decongest Lusaka CBD through a bypass around 19 miles on the T2 road to Kafue town via according to provisions of the PPP Act No 18 of 2023.
He stated that the EIZ-IH has since obtained a go ahead to submit a detailed proposal, including financial proposal of the said PPP road project.
He added that through this proposal, EIZ hopes the virtues of local content in public infrastructure projects will become a practical and viable notion.
The EIZ President reaffirmed the Institution’s readiness to partner with government, local authorities, and the private sector.
