Andor was a half a billion dollar project focusing on a character not many people were crazy about and was written as a response to the political crisis happening in the real world. It almost didn’t get made because none of the executives thought it would work. TLJ was a continuation of a trilogy with legacy characters millions of people loved. Andor was absolutely the biggest risk lucasfilm has made in terms of projects.

@rvngoo Hal was sent to FEDERAL prison, which means there had to be an investigation and trial. Even a basic hearing would have shown the satellites caused the damage and the militia/aliens did the shooting.

A town can't just send Hal to federal prison because they don't like him.
