I’d encourage creators to think the other way around — what is the overall channel goal rn, how would Shorts fit into that goal, what value is that providing to creator and viewers, and based on all that what would constitute a success?
(If you do want to focus on watch time I’d encourage you to do so at the individual format and traffic source level because top level shows averages which can be confusing)
