"…arbitrary arrests" but they’re speaking of those who ran rampant earlier this year, having been smuggled rifles they gleefully used to shoot into stores & at others on the streets, as well as just generally committing a variety of acts most of us can never imagine even in our nightmares (e.g. dismembering, lighting others on fire, throwing bombs into masjids, etc).
