Here vendors have their custom rules and police have their own rules to loot tourists. Most important, the Goa govt. doesn't have the guts to publish the rules to the public.
In short, goa has a scam circle and each govt. Dept. is part of it.

Booked scooty is not working since last 3 days. Customer service and app functions are of no use. Place multiple exchange but they are not being logged, customer support is keep repeating the same thing. No proper response. And lots of issues.
