New 🧵: Femicides remain a critical systemic failure, even in countries where general homicide rates are decreasing.

Our takeaways for policymakers:
1. Femicides have systematic territorial predictors; they are not just "random" individual tragedies.
2. Predictive analytics (ML) can improve resource allocation.
3. AVCs work, but we need to increase their coverage, particularly in the right places, and should be complemented by additional policies against gender-based violence.
The main takeaway:
Administrative decentralization generates efficiency gains on average but it’s not neutral and creates a trade-off
It benefits the strong but imposes economic costs on the weak. Without adequate bureaucratic capacity admin dec risks widening territorial disparities

High-capacity municipalities maintain their pre-reform income growth path
Low-capacity municipalities experience a persistent loss in income per capita, showing the distributional consequences of uniform administrative decentralization
