Mohsen Shekari: A Crime Narrative Under Khatib’s Shadow
Mohsen Shekari, a 23-year-old born on February 24, 2000 in Tehran, was one of the first protesters of Iran’s nationwide 2022 uprising to be executed by the Islamic Republic regime. A young man leading a simple life working in a café, he was arrested on September 25, 2022, during street protests on Sattar Khan Street in western Tehran. His official charge was moharebeh (“enmity against God”): blocking the street, creating fear and terror among the public, and carrying a weapon.
Reports indicate the weapon (a knife) remained sheathed and was never displayed to the public, yet the regime interpreted this as intimidation and enmity against God.
His trial was a sham and deeply unfair: held in Branch 28 of the Revolutionary Court under Judge Abolghasem Salavati (known as the “Judge of Death”), without a lawyer of his choice, without access to evidence, and behind closed doors. The death sentence was issued on November 20, 2022, and upheld by the Supreme Court on November 11, 2022, After his execution, state-affiliated media released a video of his forced confession; his face bruised and swollen, clear evidence of torture.
Mohsen Shekari was hanged at dawn on December 8, 2022 in Rajai Shahr Prison in Karaj. His family was not even informed of the execution and was never given his body. This was the first judicial execution directly linked to the Woman, Life, Freedom protests - less than 75 days from arrest to execution.
The hanging of Mohsen Shekari sparked a wave of outrage across Iran and the world. Amnesty International called it “horrifying and unjust,” UN human rights experts condemned it and warned it would open the door to a wave of further executions. The European Union, the United States, and numerous other countries imposed fresh sanctions in response.
This crime is directly tied to Esmaeil Khatib, who was Minister of Intelligence at the time. Khatib was the chief architect of the brutal crackdown on the 2022 protests. Under his command, the Ministry of Intelligence was responsible for widespread digital surveillance to identify protesters, arbitrary arrests, transfer to secret detention centers, severe torture to extract forced confessions, and coordination with the judiciary to fast-track show trials and public executions.
Khatib described the protests as a “hybrid war by the enemy” and insisted on a policy of fear and swift punishment; a policy perfectly executed in Mohsen Shekari’s case: unprecedented speed in issuing and carrying out a death sentence to silence dissent. Shekari’s execution formed part of the crimes against humanity documented by human rights organizations during Khatib’s tenure.
Ultimately, on March 18, 2026, Khatib himself was killed in a targeted Israeli airstrike in Tehran.
