What I know after searching about PPR:

PPR, or Program Perumahan Rakyat, comes in two flavours.

PPR Disewa: you rent from the government at RM124 a month. The title stays with the state.

PPR Dimiliki: you buy the unit at RM35,000 in the Peninsular, RM42,000 in Sabah and Sarawak. Heavily subsidised, income capped.

A lot of PPR blocks run on the rental scheme. So many PPR residents do not own their homes.

Compare to HDB in Singapore. HDB sells you a 99 year lease. But that lease is yours. You pay for it with your own CPF savings, and after the 5 year minimum occupation period, you can sell it on the open market.

This design choice turned public housing (HDB) into the Singaporean middle class's biggest asset

PPR is built to support you when you are poor but doesn't give you incentive to move up.

In Malaysia our closest equivalent is like PR1MA, but that is private developer, unlike Singapore where it is the state.

When incentives align, and PPR ppl get to resell their homes and unlock wealth, I believe they will be very inclined to make PPR blocks clean and safe.
