My brother, it is completely obvious from your chest how deeply you love your mother and how much you want to honor Allah, and may Allah reward you for wanting to hold them close to your heart.
But as Muslims, we have to love Allah and His Messenger ﷺ the way They asked us to, not based on our own emotions. Good intentions can never make something permissible if Islamic law has forbidden it.
Permanent tattooing is a major sin in Islam, and the Prophet ﷺ explicitly cursed both the person who gives tattoos and the person who gets them.
On top of that, having the holy name of Allah permanently inked on your skin means you are carrying the most sacred name into places of impurity, like the bathroom, every single day, which is a major disrespect to His majesty.
Tattooing a human face also falls directly under the strict prohibitions of creating images of souls, which makes it highly problematic, especially when you stand up to pray.
There is a foundational rule we ought to remember always:
"There is no obedience to any creation if it means disobeying the Creator."
Honoring your mother is a huge obligation, but you cannot disobey Allah to do it. If you did this out of genuine ignorance, Allah is the Most Merciful and All-Forgiving.
