I pointed out to Bucky today that ingesting p2p messages had a mutex contention in the consensus reactor, causing large buildups in packet processing time. (As found by @evansforbes , whose been doing great benchmarking and fixes on it)

We had some solutions in the works for getting these to processed in parallel, but Bucky pointed out that its easy to remove the mutex contention here entirely. 30 minutes at a laptop together, and we had a PR eliminating this contention entirely :). (These fixes compose, but removing the mutex entirely is very desirable)

And another 30 minutes later from @czarcas7ic and we had proof that this was eliminating it in production nodes.
