We have 50 oil exploration blocks across 4 sedimentary basins covering about 485,000 km². The Lamu Basin is the largest at around 261,000 km², followed by the Tertiary Rift, Anza Basin, and Mandera Basin. I hope the refinery catalyzes the beginning of intentional exploration.

While the Mining Act (2016) and subsequent updates provide a solid regulatory foundation, targeted reforms are required to move Kenya from a marginal mining contributor to a globally competitive hub.
The conference identified the following key policy recommendations:
1. Strengthening Transparency, Revenue Sharing, and the Social License to Operate
2. Formalizing Artisanal and Small-Scale Mining (ASM) through Coexistence Frameworks
3. Incentivizing Beneficiation through Energy-Linked Industrial Policy
4. Establishing Open-Access Geological Data Infrastructure
5. Introducing Research & Innovation (R&I) Tax Credits for Mining Partnerships
6. Operationalizing Mining Revenues within the Sovereign Wealth Fund Framework
7. Integrating Mining with the National Carbon Registry
8. Reforming Strategic Mineral Licensing
9. Strengthening Implementation of Local Content Regulations
10. Deepening U.S.–Kenya Strategic Collaboration
Turning this potential into prosperity will require the private sector and the U.S.–Kenya bilateral partnership to move together with clarity and purpose.
