The biggest concern with all the announcements coming out from the government regarding the current crisis is singular. All actions are supposed to be taken by individuals, while governments and other ecosystem participants do little to nothing.
India can do something truly magical and announce just a few things:
1. Akhil Bhartiya PM Paidal Path Pariyojna:
Clearance of all private and public infrastructure (transformers, telephone boxes) from local footpaths and clear access to near public transport
2. PM E - Drive to immediately expand by 5x its current outlay, ensuring safe, timely, tracked and subsidied/free transport using buses.
Buses can be immediately deployed, don't need new infra (at least for the next 5 years). Metros take long, are expensive and duds in smaller cities.
3. Stringently apply the EPR and non virgin PET rules, let market for FMCG be disrupted if needed to reduce virgin PET usage, taking down oil imports.
4. Use metrology rules to get FMCG cos to reduce the amount of unused packaging size, which is routinely fool customers to show more quantity there is. Most product packaging today is at least 30% air regardless of category. This will reduce both plastic usage and improve transportation costs.
5. Use the WFH notifications alongside parking restrictions, peak hour usage and access tolls to reduce traffic jams, reducing fuel usage.
If the onus is shifted from individuals to companies and other ecosystem participants, we can see more wholesale change than maybe is required at this point in time.
