There’s been a lot of really good noise about wheelchair spaces on busses. Wheelchair users campaigned to get those spaces. Pushchairs and wheelchairs should never be seen as interchangeable. That space, according to law and signage, is to be given up for wheelchair users.
It's first come basis until a wheelchair user needs the space. By law, anybody with a buggy needs to make space for the wheelchair user. Because it's a wheelchair space. That they fought tirelessly to be able to have. And the driver can refuse to move until they do.
however utterly empty do you have to be to argue why wheelchair users aren’t entitled to use a wheelchair space on buses. not only is it law but trains & tubes are so inaccessible in the first place, what are they meant to use. where is your empathy?
