Think about what the heroes have been doing: Doctor Strange casually cast a spell to fix Peter’s personal life and ripped open space time. Wanda slaughtered an entire Illuminati team just to steal kids from another reality. Even Steve Rogers hopped into an alternate timeline just so he could live out his dream life with Peggy. The Avengers have been treating the Multiverse like a playground with zero regard for the billions of lives destroyed by the resulting Incursions.

From Doom’s perspective, he isn't trying to be evil, he’s stepping in as the only adult in the room. He sees a bunch of reckless, self-righteous hypocrites breaking reality for personal reasons, and he’s taking total control to lock it down before their selfishness destroys existence entirely.
