The Indian Govt has tightened the FCRA Rules despite American lawmakers lobbying hard against them.
These are great steps to prevent the misuse of foreign funds!
-NGOs will now have to choose their purpose from a pre-defined list
-Proselytisation is not included in the list
-NGOs will have to declare the areas they operate in
-NGOs that have foreign nationals apart from those of Indian origin as key members will not be considered for registration or prior permission to receive foreign funds
-Minimum Spending limit of Rs. 10 lakh on chosen activities over last two financial years has been introduced
-NGOs receiving foreign funds under prior permission must utilise at least 75% of previous instalment to be eligible for the release of later instalments of foreign funds
-The Government will conduct field inquiries to verify the utilisation
-NGOs must now disclose the source of the money (the Ultimate Donor) if the funds are received through intermediaries
-Annual returns must include a detailed activity report along with financial statements
-The NGOs will have to declare if they publish any books or articles as they are barred from producing or broadcasting "news or current affairs"
