उत्तर प्रदेश की करीब 96 लाख एमएसएमई इकाइयों को केंद्र सरकार के नए एमएसएमई कानून में किए गए परिवर्तन से भुगतान विवादों और बकाया वसूली के मामलों में राहत मिलने की उम्मीद है। सूक्ष्म, लघु और मध्यम उद्यम विकास (संशोधन) विधेयक, 2026 को राज्यसभा और लोकसभा से मंजूरी मिल चुकी है। नए प्राविधानों के अंतर्गत भुगतान विवादों के निपटारे की प्रक्रिया 90 दिनों के भीतर पूरी करने का प्राविधान है। लंबे समय से लंबित मामलों में एमएसएमई आपूर्तिकर्ताओं के हितों की सुरक्षा के साथ बकाया राशि की वसूली को भी सरल बनाया गया है। राज्यों को एक से अधिक एमएसएमई सुविधा परिषद गठित करने का अधिकार दिया गया है। साथ ही, सरकारी खरीद में टीआरईडीएस को बढ़ावा दिए जाने से एमएसएमई के लिए भुगतान प्रक्रिया और अधिक सुगम होने की उम्मीद है।

Uttar Pradesh’s defence manufacturing ecosystem is gaining further momentum as Adani Defence & Aerospace plans to establish another defence manufacturing unit in Kanpur. The proposed 250-acre facility at Hathipur is expected to attract an investment of around ₹2,000 crore and create additional employment opportunities. The expansion will strengthen production of small- and large-calibre ammunition, artillery systems and medium-calibre ammunition, while AI-based inspection systems will support advanced manufacturing.

उत्तर प्रदेश के हरदोई में 1,000 एकड़ में पीए�� मित्र पार्क का निर्माण किया जा रहा है, जो राज्य का इंटीग्रेटेड टेक्सटाइल हब बनेगा। माननीय खादी एवं ग्रामोद्योग मंत्री श्री राकेश सचान ने बताया कि पार्क में टेक्सटाइल उद्योग के लिए आवश्यक सुविधाएं एक ही परिसर में उपलब्ध होंगी और यहां राष्ट्रीय एवं अंतर्राष्ट्रीय स्तर के वस्त्र उत्पाद तैयार किए जाएंगे। परियोजना से 1 लाख से अधिक रोजगार सृजित होने का अनुमान है। पार्क में प्रशिक्षण, लैब और ��्किल डेवलपमेंट सेंटर के साथ-साथ प्लग एंड प्ले औद्योगिक प्लॉट एवं शेड भी विकसित किए जाएंगे, जिससे इकाइयों में शीघ्र उत्पादन शुरू किया जा सके।

उत्तर प्रदेश में स्टार्टअप्स के लिए कारोबारी माहौल को और अधिक सुगम एवं अनुकूल बनाने की दिशा में महत्वपूर्ण श्रम सुधार प्रस्तावित हैं। नई व्यवस्था के अंतर्गत स्टार्टअप्स को 10 वर्षों तक विभागीय निरीक्षण से राहत देने का प्राविधान किया जा रहा है। इसके लिए स्व-प्रमाणन की व्यवस्था होगी, जबकि गंभीर शिकायत या दुर्घटना की स्थिति में ही श्रमायुक्त की अनुमति से निरीक्षण किया जाएगा। इन सुधारों से अनुपालन संबंधी प्रक्रियाओं को सरल बनाने, उद्यमिता को प्रोत्साहित करने और स्टार्टअप्स के लिए अधिक अनुकूल कारोबारी वातावरण तैयार करने में मदद मिलेगी।

Uttar Pradesh’s handloom sector continues to play a vital role in the state’s inclusive economic growth, providing livelihoods to around 30 lakh people and creating significant opportunities for women. उत्तर प्रदेश स्��ेट कैपिटल रीजन (यूपीएससीआर) के अंतर्गत लखनऊ-रायबरेली औद्योगिक गलियारे को एक प्रमुख विनिर्माण केंद्र के रूप में विकसित किया जाएगा। रायबरेली के बछरावां में 104 वर्ग किमी क्षेत्र में एकीकृत औद्योगिक विकास क्षेत्र और बहुआयामी माल परिवहन केंद्र विकसित करने की योजना है। इस परियोजना से 2.50 लाख से अधिक प्रत्यक्ष और 5 लाख अप्रत्यक्ष रोजगार के अवसर सृजित होने की उम्मीद है। यह क्षेत्र ऑटोमोबाइल, ऑटो ��ॉम्पोनेंट्स, रेलवे से जुड़ी इकाइयों, भवन निर्माण सामग्री, रक्षा, खाद्य प्रसंस्करण और लॉजिस���टिक्स सहित विभिन्न उद्योगों को बढ़ावा देगा।

Uttar Pradesh Government is strengthening its industrial infrastructure, with the Uttar Pradesh State Industrial Development Authority (UPSIDA) approving layout plans for new industrial areas in Fatehpur and Ayodhya.
