Every time something goes wrong in Nigeria, we blame the person directly in front of us. The police officer at the checkpoint, the civil servant behind the desk, the lecturer, the bank staff.
But if we look deeper, organizations don't fail from the bottom up. They usually fail from the top down.
In many offices, ministries and agencies, there are things people do not because they want to, but because the instruction came from "above". The junior staff is afraid of their supervisor.
The supervisor is afraid of the manager.
The manager is afraid of the director.
The director is afraid of the political appointee.
Everybody is protecting their job. Nobody wants to be the person that says no. So a bad decision made at the top travels down the chain until it reaches the citizen. By the time it gets to you, it looks like the fault of the last person in the chain, but the problem may have started five levels above them. This isn't a defence of incompetence at lower levels. It simply shows why the quality of leadership at the top matters so much.
