I have faced same problem in Federal Board, Islamabad, my daughter mcqs sheet was marked against wrong key.
When board called for witness the paper my daughter pointed out then they agree and remarked answer sheet , awarded corrected marks.

Federal Board always calls the candidate for witness who apply for rechecking, it is right of candidates.
We request PMC to witness answer sheet and answer key or upload both against candidates roll numbers.

The chances of following errors in PMC marking:

1-Paper may changed
Which may be eliminated by physical witness of answer sheet by candidates himself ,

2- During marking, answer may be marked against wrong answer key
