𝗡𝗖𝗜𝗔 𝗥𝗘𝗖𝗘𝗜𝗩𝗘𝗦 𝗖𝗧 𝗜𝗡𝗩𝗘𝗦𝗧𝗜𝗚𝗔𝗧𝗜𝗢𝗡 𝗘𝗤𝗨𝗜𝗣𝗠𝗘𝗡𝗧 𝗧𝗢 𝗦𝗧𝗥𝗘𝗡𝗚𝗧𝗛𝗘𝗡 𝗦𝗣𝗘𝗖𝗜𝗔𝗟𝗜𝗦𝗘𝗗 𝗧𝗥𝗔𝗜𝗡𝗜𝗡𝗚 The National Criminal Investigations Academy (NCIA) has received specialised counter-terrorism investigations training equipment from the European Union-United Nations Global Terrorism Threats Facility, enhancing the Academy’s capacity to deliver practical, sustainable and nationally owned counter-terrorism investigations training. The equipment, funded by the European Union and implemented by the United Nations Office of Counter-Terrorism (UNOCT), was handed over on 22 September 2026 through the National Counter Terrorism Centre (NCTC). The handover ceremony was attended by Ms. Beatrice Tesconi of the EU-UN Global Terrorism Threats Facility; Ms. Jaskiran Sandhu of the Global Counter-Terrorism Investigations Programme (CTI), United Nations Office of Counter-Terrorism (UNOCT); Mr. Kenneth Maucha, NCTC Chief Liaison Officer for Analysis and Disengagement; Dr. Mohammed Ibrahim, Regional Counsellor at the European Union Delegation to Kenya; and Mr. Ibrahim Jillo, AIG, Commandant of the NCIA, alongside other senior police officers. The equipment forms part of a broader package of support provided by UNOCT through the EU-UN Global Terrorism Threats Facility and CTI, following a 2025 training gaps analysis that identified the NCIA’s need to strengthen its capacity to independently design and deliver specialised counter-terrorism investigations training. During the handover ceremony, NCIA instructors and subject-matter experts, together with Facility experts Mr. Cristopher Gastaldo and Ms. Jane McCosker, demonstrated the use of the equipment during the pilot delivery of the CTIC, supporting practical, scenario-based learning and enhancing the realism of training exercises. NCIA Commandant Mr. Ibrahim Jillo said the equipment would enable the Academy to deliver training independently while ensuring that practical exercises remain closely aligned with the realities faced by investigators in the field. Representatives of the partner organisations underscored the importance of the support. Ms. Tesconi highlighted its contribution to building sustainable national counter-terrorism investigations capacity, while Ms. Sandhu emphasised the importance of translating knowledge into effective investigative practice. Mr. Maucha noted that strong partnerships remain essential to sustaining that capacity. The Commandant expressed appreciation to the European Union, UNOCT and NCTC for the donation of the specialised counter-terrorism investigations training equipment, noting that it will enhance the Academy’s capacity to deliver practical and effective training to investigators.

The National Criminal Investigations Academy (NCIA) has received specialised counter-terrorism investigations training equipment from the European Union-United Nations Global Terrorism Threats Facility, enhancing the Academy’s capacity to deliver practical, sustainable and nationally owned counter-terrorism investigations training.
